HISTORY OF ESTABLISHMENT

The Economics Research Institute of Posts and Telecommunications (ERIPT) is a long-standing research and training institution with a rich history in the field of Information and Communications.

ERIPT, as it is known today, originated from the Economics Research and Planning Institute of Posts and Telecommunications, which was established under Decision No. 812/QĐ dated May 28, 1975, by the Director General of the General Department of Post and Telecommunications. On January 1, 1980, the institute was renamed the Economics Research Institute of Posts and Telecommunications under Decision No. 2308/QĐ dated December 20, 1979.

Following the Prime Minister’s Decision No. 516/TTg (July 11, 1997) establishing the Posts and Telecommunications Institute of Technology (PTIT), the Economics Research Institute of Posts and Telecommunications was reorganized as part of PTIT. This reorganization was implemented through decisions by the Vietnam Post and Telecommunications Group’s Board of Directors (No. 229/QD-TCCB/HĐQT, September 9, 1997) and its General Director (No. 635/QD-TCCB-LD, March 22, 1999).

In 2014, as part of the transformation of the Academy, ERIPT was transferred from the Vietnam Post and Telecommunications Group to the Ministry of Information and Communications by Decision No. 878/QĐ-BTTTT dated June 27, 2014. During this process, ERIPT was affirmed as a research and training unit directly under PTIT, in accordance with the temporary Organization and Operation Regulations of the Academy, issued under Decision No. 1766/QĐ-BTTTT dated November 25, 2014.

In 2016, the Ministry of Information and Communications issued Decision No. 879/QD-BTTTT on July 25, 2016, which included the Organization and Operation Regulations of Posts and Telecommunications Institute of Technology. According to this decision, Economics Research Institute of Posts and Telecommunications is part of scientific and technological organizations, offering training services, consulting, technology transfer, production, and business operations, in line with the regulations outlined in Decision No. 673/QD-HV on July 25, 2016, by the Director of Economics Research Institute of Posts and Telecommunications.

Over the past 50 years, ERIPT has consistently excelled in its assigned missions, receiving numerous awards and commendations from the sector. With a team of experienced researchers possessing high ethical standards and professional expertise, the institute remains dynamic, creative, and quick to adopt new knowledge, contributing significantly to the development of the sector and society in the era of international economic integration.

FUNCTIONS AND TASKS

Pursuant to Decision No. 2105/QD-HV dated October 28, 2024, by the Director of Posts and Telecommunications Institute of Technology regarding the Organization and Operation Regulations of Economics Research Institute of Posts and Telecommunications.

I. Position and Function:

  1. Economics Research Institute of Posts and Telecommunications is a scientific and technological organization under the Posts and Telecommunications Institute of Technology (hereinafter referred to as the Academy), as defined in the Organization and Operation Regulations of the Academy, issued with Decision No. 879/QD-BTTTT dated May 25, 2016, by the Minister of the Ministry of Information and Communications.

The Economics Research Institute of Posts and Telecommunications carries out research, training, and consulting functions in the field of economics within the Information and Communications sector. It also provides other services aligned with the Academy’s professional fields and legal regulations.

English: Economics Research Institute of Posts and Telecommunications (abbreviated as ERIPT)

  1. The Institute is headquartered in Hanoi.
  2. Economics Research Institute of Posts and Telecommunications is a revenue-generating public institution with its own seal and account for transactions regulated by law. It has operational autonomy according to legal provisions and the delegation from the Academy Director.

II. Key Missions:

  1. Organize recruitment and manage part-time undergraduate education for the Academy.
  2. Conduct research on fundamental theoretical issues, forward-looking research, development forecasting, and applied research in the economics field of the Information and Communications sector.
  3. Develop and participate in creating standards and economic-technical norms for specialized fields under the state management of the Ministry of Information and Communications.
  4. Develop pricing policies, conduct market research, surveys, and promote market development within the Information and Communications sector.
  5. Conduct research and participate in implementing training plans and developing human resources in the Information and Communications sector.
  6. Research financial and accounting activities to support the sector’s management and development.
  7. Provide consulting services on business management for organizations and enterprises within and outside the Information and Communications sector.
  8. Participate in and implement scientific and technological tasks assigned by the Academy, ministries, sectors, and the state under programs, projects, topics, and tasks related to science and technology to support economic and social development.
  9. Deliver assigned training, including managing training programs, teaching, supervising student research, practical work, internships, and thesis/dissertation writing. This involves participating in curriculum and materials development (programs, textbooks, lectures, practical exercises, etc.), applying technological and practical advancements to innovate curricula and improve thesis/dissertation quality, providing short-term technology transfer training, and participating in professional development activities at the Academy’s training institutions.
  10. Carry out other tasks assigned by the Academy and higher authorities.

II. FUNCTIONS AND TASKS OF THE UNITS

  1. General Department

1.1. Function

            Assist the Institute Director in planning, general administration, office management, organization and staff, documentation and archival work, finance and accounting, emulation and rewards, external relations, and ensuring the Institute’s operational effectiveness.

1.2. Tasks

  1. a) Administrative Work

– Manages administrative, office, and general affairs.

– Manages documentation and archives (receiving, processing, summarizing, and archiving correspondence).

– Manages and use the Institute’s seal as regulated.

– Handles information and communication, external relations, historical record-keeping, and inspections.

– Maintains environmental hygiene and other related activities.

– Represents the Institute in external relations and interactions with local authorities within legal frameworks.

– Develops and implements the Institute’s projects, and procures materials, equipment, office supplies, and documents.

  1. b) Organizational and Personnel Work

– Manages the establishment, dissolution, merging, and splitting of Institute departments (subject to Academy Director approval).

– Implements appointment, reappointment, and dismissal processes (as delegated by the Academy).

– Manages, allocates, and deploys staff (as assigned by the Academy), including managing seasonal and task-based contracts (as delegated).

– Implements emulation and reward activities, evaluates staff, and manages employee benefits, payroll, and internal training according to the Academy’s delegation.

  1. c) Financial and Accounting Work

– Develops the Institute’s income and expenditure plan based on annual targets of the Institute, including planned tasks and other business activities.

– Studies financial policies, taxes, and regulations on accounting, statistics, and finance from the government, the Ministry of Information & Communications, and the Academy to develop the Institute’s internal expenditure regulations and guide and organize the implementation of accounting, statistics, and financial tasks within the Institute.

– Conducts the inspection, verification, and submission of the financial plan and budget for approval by the Institute Director for the Institute’s affiliated units.

– Conducts the management and monitoring of funding sources, actual revenue, fund establishment and management, and allocates detailed plans for the Institute Director to assign to the units.

– Manages costs, monitors capital usage, and checks the implementation of financial income and expenditure plans throughout the Institute. Ensure timely settlement according to the prescribed regulations for the allocated funds and other financial sources of the Institute.

– Manages assets, materials, capital, and both regular and extraordinary funds.

– Prepares quarterly, semi-annual, and annual financial reports. Provide accounting and financial data to relevant units according to government regulations.

– Participates in the negotiation of economic contracts and agreements related to financial matters within the Institute; assess economic contracts and financial agreements with the Institute’s partners and submit them to the Institute Director for approval before signing.

– Implements the statistical collection across the Institute in accordance with the regulations of the government, the Ministry of Information & Communications, and the Academy.

  1. d) Planning Work

– Develops long-term and periodic plans on an annual basis.

– Monitors the implementation of plans within the Institute.

– Proposes measures and solutions to achieve plan objectives.

  1. e) Researches and develops related mechanisms and internal regulations according to the assigned functions and tasks. Ensures the implementation, supervision, inspection, evaluation, and handling of violations of internal regulations issued by higher authorities.
  2. g) Perform other related tasks as assigned by the Institute Director.
  3. Department of Economic Technical Norms Research

2.1. Function

Conducts research, provides advice and consultation, and participates in training on economic technical norms and unit prices in postal telecommunications, information technology, and scientific labor organization.

2.2. Tasks

  1. a) Conducts research and participates in developing standards, and economic-technical norms for specialized fields within the scope of state management by the Ministry of Information and Communications and in society.
  2. b) Develops pricing policies, conducts market research and surveys, and promotes market development in the Information and Communications sector.
  3. c) Conducts research and participates in implementing human resource development and training plans in the Information and Communications sector and in society.
  4. d) Conducts research on financial and accounting activities to serve management, operations, and development both within and outside the sector.
  5. e) Performs other related tasks as assigned by the Institute Director.
  6. Department of Business Management and International Cooperation

3.1. Function

  1. a) Conducts research, provides advice, and consultation, and participates in training on business management issues in the fields of postal, telecommunications, and information technology.
  2. b) Advises and assists the Institute Director in managing the Institute’s international cooperation activities.
  3. c) Advises and assists the Institute Director in managing, compiling, proposing ideas, and directly organizing activities related to business relations.
  4. d) Organizes recruitment for various levels, systems, and types of training programs at the Institute.
  5. e) Implements communication and public relations activities build and enhance the image and brand of the Institute of Post and Telecommunications Economics.

3.2. Main missions:

  1. a) Regarding Business Management Research:

– Provides business management consulting for organizations and enterprises within and outside the Information and Communications sector.

– Studies issues related to resource management and utilization in postal, telecommunications, and information technology enterprises.

– Studies legal issues in the business operations of postal, telecommunications, and information technology enterprises.

– Conducts research on issues related to planning, strategy, and development in the postal, telecommunications, and information technology sectors.

– Participates in and implements scientific and technological tasks assigned by the Academy, Ministries, Sectors, and the Government under programs, projects, topics, and assignments related to science and technology to serve economic and social development.

  1. b) Regarding Business Relations

– Establishes and expands cooperation with enterprises and labor-using organizations to seek, sign, and implement agreements and collaborations.

– Organizes internships and final internships for students.

– Compiles feedback from businesses to advise the Institute Director on improving programs and opening training courses that meet societal needs.

– Builds and establishes a two-way information system between the Institute and businesses regarding the labor market, resource information, and labor demand to provide job placement services for students.

– Collects feedback from businesses, organizations, and individuals employing labor as the basis for advising the Institute Leadership on implementing solutions that link training with labor market needs.

– Proactively maintains relationships and proposes and implements conference and seminar programs between the Institute and businesses.

– Mobilizes and seeks scholarship funding for students from businesses.

– Organize job placement services for students after graduation.

– Develops conference and seminar programs for career counseling and job placement for students.

– Organizes on-site recruitment seminars, and career fairs with labor recruiting organizations.

  1. c) Regarding International Cooperation

– Organizes promotional activities, and seeks foreign partners to collaborate in training, scientific research, and other fields related to the Institute’s activities.

– Prepares programs, content, participants, locations, timing, conditions, facilities, and procedures required for inbound and outbound delegations, and organizes reception, work, and farewell according to regulations.

– Organizes the reception of information, draft documents and agreements signed by the Institute Director with foreign partners.

– Prepares reports on the negotiation results. Ensures the implementation, guidance, supervision, inspection, and evaluation of the execution of the negotiation results approved by higher authorities.

  1. d) Regarding Training

– Enrollment Activities:

+ Develops objectives and plans for enrollment at various levels, systems, and types of training programs for the Institute; determine the enrollment scale and quotas for various levels, systems, and types of training at the Institute.

+ Develops programs and action plans for enrollment and recruitment counseling at different levels, systems, and types of training for review and approval by the Institute Director, and organizes the implementation once approved.

+ Research and develop management documents related to enrollment and counseling. Organizes the implementation, monitoring, and evaluation of the issued management documents.

+ Organizes the enrollment process for various levels, systems, and types of training at the Institute according to the regulations and guidance from the Ministry of Education and Training and the Academy.

+ Organizes the reception of candidate applications; prepares and transfers candidate lists and documents to the relevant training management units as per regulations.

– Communication Activities:

+ Serves as the primary communication channel for recruitment information for the Institute of Post and Telecommunications Economics, based on content provided by relevant units.

+ Builds and effectively manages the Institute’s official multimedia communication channels: website, social media, etc.

+ Develops and implements activities to promote the Institute’s brand.

+ Builds and maintains relationships with media organizations.

+ Promotes the Institute’s brand and activities through mass media.

+ Organizes the production and distribution of communication publications for the Institute of Post and Telecommunications Economics.

+ Coordinates publicity efforts and organizes major holidays and events for the Institute.

+ Proactively detects, prevents, and handles communication crises.

  1. e) Performs other related tasks as assigned by the Institute Director.
  2. Department of Training and Science & Technology

4.1. Function

  1. a) Conducts research and provides advice on marketing and market issues in postal telecommunications and information technology.
  2. b) Advises and consults on issues related to training at various levels, systems, and types of training according to the plan, program, and training content.
  3. c) Implements, organizes, manages, and operates training tasks at various levels, systems, and types of training mentioned above.
  4. d) Implements tasks for opening new training programs/fields, develops training programs, and teaching methods, organizes training, and develops learning materials according to the level, system, and type of training.
  5. e) Organizes and conducts scientific research activities, technology transfer, and new training services according to the Institute’s and Academy’s requirements.

4.2. Tasks

  1. a) Regarding Research

– Organizes and conducts research on issues related to the postal telecommunications, and information technology market within the scope of the Department’s functions.

– Provides advice to individuals and units on postal telecommunications, information technology market issues.

– Organizes, implements, or participates in conferences, and seminars, and writes articles for industry journals on marketing and the postal telecommunications and information technology markets.

  1. b) Regarding Training

– Develops training plans for various levels, systems, and types of training for the Institute Director’s approval.

– Collaborates with departments, faculties, and other relevant units to develop and renew training program content at various levels, systems, and types of training.

– Develops training plans for various levels, systems, and types of training and organize the implementation of approved plans.

– Participates in communication and enrollment counseling for various levels, systems, and types of training through communication channels as per the Institute’s and Academy’s plans.

– Determines and proposes enrollment quotas for various levels, systems, and types of training to the Institute Director.

– Receives student applications from the recruitment department and process the necessary admission procedures according to regulations.

– Facilitates the enrollment of new students and manages the associated academic, political, and student affairs, including the coordination of examinations and other related tasks according to institutional guidelines.

– Manages all aspects of students across various levels, systems, and types of training programs under the regulations of the Ministry of Education and Training and the Academy’s guidelines.

– Organizes the management and storage of student records and databases.

– Organizes and implements the assessment, evaluation, and certification of professional qualifications as authorized by the Institute.

– Manages diploma/certificate blanks and perform the necessary procedures for graduation recognition.

– Organizes the opening and closing ceremonies for various training programs at different levels, systems, and types.

  1. c) Regarding Science and Technology

– Proactively establishes and maintains the relationships with ministries, sectors, government agencies, and enterprises to identify scientific and technological topics, programs, projects, and contracts for the Institute.

– Manages the system of scientific research topics, projects, and related activities.

– Organizes the application of scientific and technological research results, scientific and technological advancements, and the transfer of new technologies to the production and business sectors of the industry and society.

  1. d) Performs other related tasks as directed by the Institute and Academy leadership.
  2. Department of Marketing

5.1. Function

The department is a specialized unit for training, science, and technology in one or more training disciplines under the Institute.

5.2. Tasks

a) In charge of the content, quality, and progress of teaching and learning in one or more subjects within the training program, as well as the overall teaching plan of the Institute and the Academy.

b) Develops and improves subject content, prepare textbooks, and reference materials related to the subject areas assigned by the Institute Director and the Academy Director.

c) Researches and improves teaching methods, and assessments, and organizes academic activities to enhance training quality.

d) Conducts scientific research and technology development, provides scientific and technological services following the Academy’s and faculty’s plans; proactively collaborates with educational institutions, scientific and technological organizations, businesses, and service providers to link training and research with production activities and social life, thereby supplementing the financial resources of the Academy; provide social services and international cooperation in the department’s specialized field.

Develops plans to enhance the teaching and research staff of the department; participate in training and further development of scientific staff in the specialized field.

e) Evaluates the management, training, scientific research, and technological activities of individuals, departments, faculties, and the Academy according to the requirements of the Academy Council, the Director, and the Institute Director.

g) Manages the department’s facilities and equipment.

Department of Skill Development

6.1. Function

The department is a specialized unit for training, science, and technology in one or more training disciplines under the Institute.

6.2. Tasks

a) In charge of the content, quality, and progress of teaching and learning in one or more subjects within the training program, as well as the overall teaching plan of the Institute and the Academy.

b) Develops and improves subject content, prepare textbooks, and reference materials related to the subject areas assigned by the Institute Director and the Academy Director.

c) Researches and improve teaching methods, and assessments, and organizes academic activities to enhance training quality.

d) Conducts scientific research and technology development, provides scientific and technological services following the Academy’s and faculty’s plans; proactively collaborates with educational institutions, scientific and technological organizations, businesses, and service providers to link training and research with production activities and social life, thereby supplementing the financial resources of the Academy; provide social services and international cooperation in the department’s specialized field.

Develops plans to enhance the teaching and research staff of the department; participate in training and further development of scientific staff in the specialized field.

e) Evaluates the management, training, scientific research, and technological activities of individuals, departments, faculties, and the Academy according to the requirements of the Academy Council, the Director, and the Institute Director.
